About SIIB and investment support

SIIB is the Somali Regional State Investment and Industry Bureau. It promotes investment opportunities in the region, supports industrial development, facilitates investors, and helps create a conducive business environment.

SIIB provides investor facilitation and advisory services, One-Stop Service support, investment licensing and registration, land allocation facilitation, and aftercare services with project monitoring.

Yes. Investor support does not stop at licensing. SIIB also provides aftercare services, project monitoring, coordination, and general facilitation during implementation.

The main opportunity areas include agriculture, livestock, manufacturing, mining resources, energy resources, tourism and hospitality, construction, and services.

Somali Region offers strategic gateway location, wide investment opportunities, vast land and natural resource potential, logistics potential, human capital, and investment facilitation support.

Yes. The region has strong potential in irrigated agriculture, horticulture, commercial crop production, dairy, meat processing, export abattoirs, feedlots, poultry, apiculture, and hides and skins value chains.

Requirements

Applying and preparing documents

Domestic investors, diaspora investors, and foreign investors can participate, subject to the applicable investment requirements and supporting documents.

Typical requirements include a project proposal prepared by a certified consultant, identification documents, land use and implementation plans, and additional supporting documents depending on whether the investor is domestic, diaspora, foreign, or acting through an agent or company.

Yes. Domestic and diaspora investors are expected to submit a bank letter and a bank statement showing at least one year of cash flow with an ending balance equivalent to at least 25% of the total initial investment cost.

Diaspora

Participation and engagement

Yes. The region encourages diaspora participation in investment and development. The investment requirements also include document pathways for diaspora investors.

Diaspora investors may need a support letter from the Ethiopian Embassy or Consulate and a copy of the Ethiopian Origin ID, depending on the investment process involved.

Incentives

Support measures and framework

Available incentives include customs duty exemption for eligible imported capital goods and construction materials, income tax holidays for priority sectors, loss carry-forward provisions during the initial years of operation, and remittance rights for foreign investors.

Yes. Investment operates under federal and regional proclamations, regulations, and directives, including the federal investment proclamation, Somali regional investment proclamation, and investment incentives regulations.
