How to Invest

This section summarizes core entry routes and processes based on SIIB’s published service information.

Investments may be carried out as a sole proprietorship, an enterprise established in Ethiopia or abroad, a public enterprise established in accordance with relevant law, or a cooperative society.

The published minimum capital requirement includes USD 200,000 for a single foreign investment project, USD 150,000 for joint foreign-domestic investment, and lower thresholds for certain technical consultancy and related services. For domestic investment in Somali Region, the stated minimum capital threshold for issuing an investment license is ETB 1,500,000.

For domestic investors and Ethiopians in diaspora, the process begins by collecting information from SIIB, obtaining the application form, and submitting the signed form together with a project proposal or business plan.

Depending on the business form, applicants also submit valid identification, bank evidence of financial capacity, photographs, and, for PLC, JV, or share company applications, authenticated Articles and Memorandum of Association.

Investors first receive guidance on requirements, project preparation, and land-related information. Facilitation then proceeds through the appropriate channels depending on the project type and authority requirements.

Investors seeking to expand or upgrade an existing eligible investment may require support on amended licensing or incentive-linked processing. SIIB provides guidance according to the nature of the expansion.

Investor support may include information and data provision, licensing support, facilitation, aftercare, and grievance response. Cases involving wholly foreign-owned investment, joint domestic-foreign investment, and certain federal matters fall under the Ethiopian Investment Commission.
